This is not Honda-specific, but my own general experience with HC is one of basic tune-up issues like ignition system maintainance, plugs wires, rotor, cap etc. My experience with Nox issues is more related to EGR valve clogged or sticking or the EGR passage in the intake manifold clogged.
My B18 head has an internal passage from from the exhaust port to the EGR valve mounted directly on the backside of the head near the distributor. That passage was majorly clogged in my case. On some cars (not really experienced with Honda) you can check this my applying control vacuum directly to the EGR valve at idle and the engine should stumble badly and all but die when you do. If it doesn't your passage my be clogged. A new cat solved mostly CO for me.

Was your timing on spec when it passed or did it have to be off spec to pass emmisions?

Here they make you pass with timing spot-on.
