Default Need help with timing 98 civic d16y8

I purchased a 1998 d16y8 vtec that had the head reworked and didn't have the timing belt on it I got the crank up on tdc and lined the cam up on the marks by putting a metal ruler on the head and lining the marks up also adjusted the valves to spec .25 exhaust and .20 intake I started the car and has a rattle and knock sound so I checked the timing again and made sure everything was lined up and it looks right if I retard the distributor to the farthest position it quits rattling and knocking does this mean the timing is off by one tooth if so do I just need to take the timing belt off and move the cam counter clockwise 1 notch to have it right this is my 1st time messing with anything besides Ford or Chevrolet

did you turn the engine in direction of rotation when you put the tension on the belt and verify that the mark on the bottom of the bock lines up with the arrow
