the best stuff that I found was a product called Simple Green. It also works well to degrease your engine.

Simple green or blue magic work best.... I used a dremel and some blue magic to clean my CAI and worked wonders removing the stains that castrol degreaser left.

I use some Meguires Hot Rims, its a spray on then wash off...I use that just to get the first layer of dirt off and break up the rest, then I wash it with car wash soap.

is clorox bleach safe for rims? or will it magically eat my rims alive

I would think it would eat through the gel coat on your rims, then probably oxidize the color/ or stain it.
